I have examined the accompanying Ordinance, entitled

An Ordinance to apply a sun not exceeding Five million

two hundred and thirty-eight thousand seven hundred

and ninety-two Dollars to the Public Service of the

year 1904

and 1 am of opinion that the Ordinance is one which is not contrary to

the Governor's Instructions.
